class="style1"> Second Meeting of the Programme Advisory Committee was held at Conference Room, New Lawyers Chamber, New Delhi on 9th of January, 2010. <p align="justify" class="style1">In the meeting Hon'ble Mr. Justice Madan B. Lokur, Judge, Delhi High Court in Charge, Juvenile Justice and Mr. Sudhir Singh Yadav, Joint Commissioner of Delhi Police  Crime against Women and Juvenile were present as special invitee. <p align="justify" class="style1">Mr. Justice I.A. Ansari, Judge Guahati High Court, Mr. Divya Lahad, Representative NIPCCD and Mrs. Minna Kabir, Social Activist, Mr. Sonnykutti George, Unicef were present apart from members of LAF. <p align="justify" class="style1">Members of LAF met Mrs. Bharti Ali, Co-director HAQ, Mr. Sudhir Singh Yadav, Joint Commissioner of Delhi Police, Judicial officers of Delhi involved in Juvenile Justice and gathered various inputs. <p align="justify" class="style1">Hon'ble Justice Lokur said about the improvement in the functioning in the Juvenile Justice Board in Delhi due to proactive approach of the Delhi High Court and the pendency of the cases have been brought down substantially over last one year. So also number of juvenile lodged in Observation Homes have been reduced. <p align="justify" class="style1">Mr. Sudhir Yadav explained about the various steps taken by Delhi Police and mechanism adopted for dealing with juvenile specially police officers training and regular meetings have been conducted. <p align="justify" class="style1">Hon'ble Justice Ansari observed that there is lot of infrastructural difficulties in the functioning of Juvenile Justice System in the North Eastern States and selection of Assam as one of the piloted States for the project would perhaps bring about much needed improvement. He stated that change of mind set of the stake holder is the need of the hour. <p align="justify" class="style1">It was decided that monitoring mechanism shall be evolved initially in respect of Police and Juvenile Justice Boards.
