
Juvenile Justice System has been evolved in our country based on UN Convention on Rights of the Child. Extensive provisions to safeguard interest of 'Juvenile in conflict with law' formulated on principles of "dignity and worth" and "best interest of the child" have been incorporated in the Juvenile Justice Act, 2000 as amended in 2006 and the Central Juvenile Justice Rules, 2007.

Legal Assistance Forum has taken out working manual highlighting duties of various stakeholders namely, Police, Probation Officer, Juvenile Justice Board, Observation Homes, State Government, NGOs, Legal Service Authorities and Advocates in a user friendly manner for effective implementation of the beneficial provisions in the Act and the Rules. The manual is introduced by the Hon'ble Chief Justice of India, Justice K.G.Balakrishnan.

Key responsibilities and approach of each of the stakeholders is written by Hon'ble Judges of Supreme Court and High Courts. Hon'ble Justice Tarun Chatterjee, Judge, Supreme Court has written about the key responsibilities and approach of Legal Services Authority and Advocates; Hon'ble Justice Altams Kabir, Judge, Supreme Court about Juvenile Justice Boards, Hon'ble Justice R.V.Raveendran, Judge, Supreme Court about Probation Officers, Hon'ble Mr. Justice Jasti Chalameshwar, Chief Justice of Gauhati High Court about Police, Hon'ble Court Justice Madan B. Lokur, Judge, Delhi High Court about Observation Homes and Hon'ble Mr. Justice I. A. Ansari, Judge Gauhati High Court about State Government. The manual also contains an article by Dr. Justice Shivraj V. Patil, Former Judge, Supreme Court and Patron, Legal Assistance Forum on the heading 'Children – Supreme National Asset'.
The manual was released on 26th November, 2009 in the Supreme Court premises by the Hon'ble Union Law Minister Dr. M. Veerappa Moily and in the presence of Hon'ble Chief Justice of India, Mr. Justice K.G.Balakrishnan; Attorney General for India, Mr. Goolam E Vahanwati and President, Supreme Court Bar Association, Mr. M.N.Krishnamani.
