Legal Assistance Forum, Rajasthan Chapter organized a workshop cum seminar on “Furthering Justice Delivery Standards for Children”.
The Seminar was inaugurated by

Hon’ble Justice Tarun Chatterjee, Judge, Supreme Court of India.

The workshop was attended by Police personnel, Members of juvenile Justice Bord, members of special Juvenile Police Units, Member of bar of Rajasthan High Court and Member of dedicated NGOs. Mr. jain, Chairman, Rajasthan Human Rights Commision, Mr. Mathur, President, Rajasthan Hight Court Bar Association were amoung the prominent Persons present in the Seminar.
WORKSHOP
Mr. Praveen Balwada, Secretary, Rajasthan Chapter, LAF introduced the guest and welcomed the participants who came from all over the State. He highlighted the commitment of LAF towards the cause of providing speedy and effective justice to the marginalized section of society. The workshop was attended by Police Personnel, Members of Juvenile Justice Board, Members of Special Juvenile Police Units, Members of Bar of Rajasthan High Court and Members of dedicated NGOs. Mr. Jain, Chairman, Rajasthan Human Rights Commission, Mr. Mathur, President, Rajasthan High Court Bar Association were among the prominent persons present in the Seminar.
Ms. Ritu Bhardwaj, State Coordinator, Rajasthan, LAF and Sri Sonykutty George, Project officer, UNICEF, India made a visual presentation on Juvenile Justice system highlighting the various provisions of the Act and Rules and also pointed out the roles to be performed by each stakeholder in delivering justice to Juvenile. A documentary film on a child confined in an Observation Home was also exhibited.
Dr. Bhupinder Singh, IPS, Inspector General of Police, Rajasthan explained the role of police personnel in the juvenile justice system. He emphasized that no juvenile should kept in lock up. He further added that in Rajasthan every district have Special Juvenile Police Unit with such police personnel, who are specially trainned and have humane and child friendly approach.
Hon’ble Justice R. S. Chauhan, Judge, Rajasthan High Court said that each stakeholders have an important role to play in delivering justice to the juveniles in conflict with law. He highlighted the reformative approach should be adopted. He encouraged the legal fraternity specially the young lawyers to render voluntary service in dealing with juvenile in conflict with law. He also stated that for smooth running of Juvenile Justice Board system, there should be cooperation between members of Juvenile Justice Board, police officers, State Government and NGO.
Mr. Rajendra Chaudhary, Chief Judicial Magistrate, Jaipur City pointed out the lack of infrastructure for running the Homes and Government should take appropriate steps for establishment of Homes with sufficient staff members. He emphasized on the need of having adequate number of Special Homes for children including separate homes for female juvenile.
Dr. N.D.Sharma, Assistant Professor, Rajasthan University, Jaipur stated that in every law colleges, there should a paper on Juvenile Justice Act so that the future lawyers are appraised and well informed about the juvenile related issues and problem.

Dr. Manisha Gaur, child psychologist, gave a visual presentation on various facets of child psychology, like different kinds of mental illness and different kinds of child behaviour. She also stated that child psychologist play a very important role for rehabilitation of juvenile. She was complimented by Dr. Shiv Gautam.

Shri Bhagirath, Child Protection Officer, Rajasthan narrated the existing status of the Juvenile Justice System in the State and emphasized that all officers of Child Protection Unit should ensure effective implementation of the Act and supervision and monitoring of agencies and institutions dealing with juvenile in conflict with law.

Ms. Sneha Kalita, Executive Member, LAF gave insights to the newly notified Rules under the Juvenile Justice Act and shared her experiences about interaction with the JJ system in Delhi. She explained bail has to be granted to juvenile except in one of the three exceptions mentioned in section 12 of Juvenile Justice Act.

Ritu Bhardwaj, Joint Secretary, LAF extended vote of thanks to all the participants and presented souvenirs to the esteemed guests.
